Here's how to fix Hitman 3 having unplayable low FPS /stuttering/lagging on a Windows 11/Windows 10 PC with AMD hardware (meaning Radeon RX GPU, Ryzen CPU). I remember reading that Smart Access Memory (SAM) had issues with stuttering, and after disabling it in Radeon Software (you do not need to change anything in UEFI, like Above 4G Decoding and Resizable BAR) by clicking Alt + R, going to Performance, Tuning, I was getting the expected high FPS.
