It is very easy to move around roof rack cross bars on Expedition. There are 2 screws holding each of the bars, unscrew them and you can push the cross bar to your desired position within the roof rack rail.
To completely remove the cross bar from a vehicle, you will have to pop up the plastic covers at the end of the roof rack rails and then slide the cross bar off.
