In October 1941, the Germans were already not far from Moscow, and it was decided by members of the government, the Political Bureau of the Central Committee led by Stalin, as well as all foreign embassies to evacuate. On October 17, Kalinin, Voroshilov, Andreev, Gorkin, members of the Politburo of the Central Committee, were taken to Kuibyshev, the reserve capital. Everyone was expecting the arrival of Stalin. At the Chkalov airfield, Douglas was prepared for him. But the leader did not fly. He understood that with his presence in Moscow the soldiers would hold out until the last. When the Germans were driven away from the capital, Stalin ordered Stavka to build underground bunkers in cities located far from Moscow. He believed that Hitler would try to take revenge and could seize the capital of the USSR. So there was a resolution of the State Defense Committee “On the construction of special shelters in the cities of Yaroslavl, Gorky, Kazan, Ulyanovsk, Kuibyshev, Saratov, Stalingrad” dated November 22, 1941, which was sent to be executed by the curator of the construction of Beria, the drug of communication Kaganovich and the head of Metrostroy Samodurov . A gigantic sum was allocated for the construction of bunkers. More than four thousand metro builders were involved. Each gave a non-disclosure subscription with no statute of limitations. For non-observance of state secrets, he was threatened with immediate execution. The construction of special facilities was carried out under the vigilant control of the NKVD. Local counterintelligence officers reported all the violations to Beria or to the head of the 1st Division, Nikolai Vlasik, the head of the Stalin guard. He personally accepted every input object. According to the security officer of the leader Aleksey Rybin, more than 800 metro builders were repressed for the slightest violations of construction technology or careless statements.
