Step by Step Tutorial:

Start by creating a sequence. The effect will work on any settings.
Import your clip, and ALT click, and drag the clip to duplicate it.
Go to the Effects Panel, and search for the effect “Extract”. Add it on the top clip.
Adjust the Black and White Input Levels until you see line drawings highlighting each element inside the clip.
Then, go to Opacity and change the Blending Mode to “Screen”.
Go to the Effects Panel, and search for the effect “VR Glow”.
Turn on the “Use Tint Color”, and change the Tint Color to any color you want.
Then adjust all the settings accordingly based on your clip.
Once you start seeing the effect, you can create a Mask around your Element that you want to have the effect on.
Based on my clip, I will create a mask around the car.
To do that, you need to go to Opacity, and click on the Pen Tool.
Draw a mask around the Element, and adjust the feather.
Click on the stopwatch next to Mask Path.
Go frame by frame and adjust the mask to keep it around our element.
Now, we need to transition In and Out the effect.
The fast and simple option is to add a small fade in and fade out on the top clip.
The other option is to add a linear wipe effect and animate it from 0 to 100, then change the direction based on your element.
