Basically you need to finish the event, Bantan Sango Case Files: The Warrior Dog. This was the finale quest that you'll get from it and it shows you where is the location of Wakamurasaki. She is the person that will sell you the Omni-Ubiquity Nets, 5 per week to be exact. And you can only "net" one per animal.
