This is a short video explaining how to Control Page Level access in Power BI by hiding the pages and providing the limited menu option to choose from the page navigation menu.
However this not fully secure because if the person with complete access shares the URL of the page, then the recipient user will be able to navigate to the page which he does not have access to.
To limit the data visibility , we have again applied filters at the visual level based on the user privilege.
