To install the focus blur plug-in in GIMP in Windows, go download the zip from the link shown above. Open the zip file, in the zip navigate to lib/gimp/2.0/plug-ins then copy the focus blur exe, then go to c:\users\[your user name]\.gimp-2.8 and paste it in there and restart GIMP.
